本年11月にAMASCの世界大会がプエルトリコで開催予定でしたが、昨今のさまざまな理由により、中止となりました。

1.Major disruptions to international travel due to global conflict
 The ongoing war involving Iran has led to widespread aviation restrictions, rerouted flights, cancellations, and heightened security concerns across multiple regions. Delegates from Europe, Latin America, Africa, and the Middle East are already experiencing significant travel obstacles and understandable hesitation and cancellations. These disruptions meet the contract's definition of a curtailment of transportation that would prevent a substantial portion of our attendees arriving.

2.Public health restrictions related to the global Ebola emergency
 The resurgence of Ebola has prompted new travel warnings, mandatory quarantines, and strict screening measures. Several countries have limited outbound travel, and the United States currently restricts entry for individuals from designated Ebola-affected nations. For many of our members, especially in Uganda and DRC, attendance has become legally impossible.

3.New U.S. visa bond requirements and severe visa processing delays
 The permanent implementation of the U.S. Visa Bond Program now requires nationals of fifty countries to post bonds of $10,000-$20,000 to obtain a visitor visa. This sudden financial burden is prohibitive for many of our members, including religious communities and educators. At the same time, new US policies which require in-person visa interviews have created very long, prohibitive waiting times for visa appointments. Some regions are waiting several months for appointments. Additionally, availability has sharply decreased and approval rates have dropped. Many members cannot secure a visa in time or at all.

4.Escalating drought conditions and mandatory water rationing in Puerto Rico
 Puerto Rico is experiencing a severe drought, with mandatory water rationing in San Juan and surrounding municipalities. Although our lodging is in Ponce, several Congress activities were planned in affected areas. Forecasts indicate worsening conditions, raising concerns about the feasibility and safety of hosting an international convention.

5.Combined effect: Impossibility of performance

Each of these circustances independently qualifies under the Impossibility clause. Taking together, they create a situation in which AMASC cannot reasonably, safely, or legally proceed with the Congress as contracted.

■Financial Stewardship
 Leaving the agreement intact could expose AMASC to a significant financial loss - a risk we cannot accept on behalf of our global membership. Under these circumstances, termination was the only responsible option, and we saw no other viable path.

■Next Steps
 We are still awaiting the hotel's response, and we pray for a favorable outcome for both AMASC and the Hilton Ponce.

 We will inform you of any next steps that may be necessary for you to take, if any. For those of you that have registered for the Congress, we will be refunding your fees. I am not sure whether the hotel will automatically cancel your reservations. If you have hotel reservations, I would contct them to formally cancel them to ensure your refund. If you have any questions, please feel free to contact me.

 As soon as decisions are made, you will receive instructions regarding next steps and additional details about our fall gathering. We look forward to meeting virtually to conduct our AMASC business, hold our elections, and discuss plans for gathering in person as soon as circumstances allow.

1.世界的な紛争による国際的な移動への重大な支障
イランが関与する紛争の継続により、広範囲にわたる航空規制、飛行ルートの変更、欠航、そして複数の地域における安全上の懸念の高まりが生じています。ヨーロッパ、ラテンアメリカ、アフリカ、中東からの代表者は、すでに移動における大きな障害に直面しており、参加をためらったり、キャンセルせざるを得なくなったりしています。こうした混乱は、参加者の大部分の到着を妨げるような「輸送の制限」という契約上の定義に該当します。

2.エボラ出血熱の世界的緊急事態に関連する公衆衛生上の制限
エボラ出血熱の再流行により、新たな渡航勧告、強制的な隔離措置、厳格なスクリーニング（検査）体制が導入されています。一部の国では出国が制限されており、米国も現在、エボラ出血熱の影響を受けていると指定された国からの入国を制限しています。そのため、多くの会員、特にウガンダやコンゴ民主共和国（DRC）の会員にとって、参加することは法的に不可能となっています。

3.米国の新たなビザ保証金要件とビザ発給手続きの大幅な遅延
米国の「ビザ保証金プログラム（Visa Bond Program）」の恒久的な導入に伴い、現在、50カ国の国民が訪問ビザを取得する際、1万ドルから2万ドルの保証金を納付することが義務付けられています。この突然の金銭的負担は、宗教団体や教育関係者を含む多くの会員にとって、到底受け入れがたいものです。同時に、対面でのビザ面接を義務付ける米国の新たな政策により、面接予約までの待ち時間が極めて長くなり、事実上予約が困難な状況が生じています。地域によっては、予約までに数ヶ月を要する場合もあります。さらに、予約枠が激減し、承認率も低下しています。その結果、多くの会員が期限​​内にビザを取得できない、あるいは全く取得できない事態に陥っています。

4.プエルトリコにおける干ばつの深刻化と強制的な給水制限
プエルトリコでは深刻な干ばつが発生しており、サンフアンおよび周辺の自治体では強制的な給水制限が実施されています。当団体の宿泊施設はポンセにありますが、大会（コングレス）の活動の一部は、被害を受けている地域で計画されていました。今後の状況悪化が予想されており、国際大会を開催することの実現可能性や安全性について懸念が生じています。

5.複合的な影響：履行不能
これらの状況は、それぞれ単独でも「履行不能（Impossibility）」条項の適用要件を満たすものです。これらが複合的に重なることで、AMASCが契約通りに大会を合理的、安全、かつ法的に実施することが不可能な状況となっています。

■財務上の責任ある対応
契約を維持することは、AMASCに多大な経済的損失をもたらす恐れがあり、世界中の会員を代表する立場として、そのようなリスクを負うことはできません。こうした状況下において、契約解除は唯一の責任ある選択肢であり、他に現実的な道はないと判断しました。

■今後の対応について
現在、ホテルの回答を待っている段階ですが、AMASCとヒルトン・ポンセの双方にとって良い結果となることを願っております。
今後、皆様に対応をお願いすべき事項が生じた場合には、改めてお知らせいたします。

大会に登録された方々には、参加費を返金いたします。ホテルの予約が自動的にキャンセルされるかどうかは不明です。ホテルを予約されている場合は、確実に返金を受けるためにも、ご自身でホテルに連絡し、正式にキャンセル手続きを行っていただくことをお勧めします。ご質問等がございましたら、お気軽にご連絡ください。決定事項が決まり次第、今後の進め方や秋の集まりに関する詳細についてご案内いたします。オンラインでの会合にて、AMASCの業務遂行や役員選挙を行うとともに、状況が許せば対面での集まりを実現するための計画について話し合えることを楽しみにしております。
